Lobbyist Efforts

TLCCA Members have the benefit of a paid lobbyist who actively keeps our members updated and informed about proposed bills and legislation at the state level. TLCCA's long term lobbyist is Seth Winick of HMWK.



Seth Winick is a veteran public and government affairs strategist and communicator who blends his skills in advocacy, management, and communications into comprehensive local, state, and federal issue campaigns. Winick counsels public and private sector organizations involved in education, emerging technologies, energy, housing, and health care. He has worked extensively during the past decade in public and higher education policy; including early care and education, public charter schools, assessment research and development, productivity, and classroom technology. Winick has also launched several advocacy organizations and managed policy coalitions.

Prior to forming the firm in 2004, Seth was Senior Account Executive and Public Relations Director at Sherry Matthews Advocacy Marketing. There he counseled public sector clients including the Texas Higher Education Coordinating Board, the Texas Diabetes Council, the Childrens Health Insurance Program, the Partnership for a Drug-Free Texas, and the Public Utility Commission of Texas.

Seth returned to Austin in 2003 from Washington D.C. where he held leadership positions in the National Government Relations Office of the American Cancer Society. Named Managing Director of Advocacy Field Operations in 1999 Winick launched ACS CAN, the sister organization to the nations largest voluntary health organization. He was Director of State Government Relations in 1997, and joined the organization in 1995 as a Regional Advocacy Manager serving 18 southeast states.

Seth began his public and government affairs career in 1991 as a staffer in the Texas Legislature serving members in the House and Senate. He served as a chief of staff and special assistant for legislators serving on the House Appropriations and Senate Finance Committees, helping to craft three state budgets.

Invested in his community, Seth is board chair of the Cancer Support Community Central Texas, vice chair of the Council for At Risk Youth, and vice president of Temple Beth Shalom. He is a past member of the Austin Independent School District Advisory Council, and past president of Austin Voices for Education and Youth. Winick received his bachelor of science from the Bob Shieffer College of Communication at Texas Christian University. He is the father of four children – who attend elementary, middle, high school, and college.
